The National Association of Councils on Developmental Disabilities (NACDD) is a national, member-driven organization consisting of 55 State and Territorial Councils. NACDD places high value on meaningful participation and contribution by Council members and staff of all Member Councils, and we advocate and continually work towards positive system change on behalf of individuals with developmental disabilities and their families.
NACDD was established in 2002 to bring together the two organizations that previously supported DD Councils, Consortium of Developmental Disabilities Councils and National Association of Developmental Disabilities Councils. NACDD represents the diverse interests of its Council members. It is the national voice of the Councils on Developmental Disabilities. Its purpose is to support Councils in implementing the Developmental Disabilities Assistance and Bill of Rights Act and in promoting the interests and rights of people with developmental disabilities and their families.
The Chief Executive Officer manages the programmatic and financial operations of the National Association of Councils on Developmental Disabilities (NACDD) to accomplish the goals and objectives of the Association as determined by the Member Councils. The Chief Executive Officer will demonstrate national leadership and public policy experience in advocating with and on behalf of individuals with developmental disabilities and their families using the values of inclusion and self-determination.
• Work closely and communicate frequently with state and territory Councils to meet the needs of members for information, education and coordination including current developments (internal and external), promising practices and issues related to the state and territorial councils on developmental disabilities;
• Direct all operational matters, operating within the budget approved by the membership, bylaws, operational plan, and applicable local, state and federal laws in accordance with a 501-C3 non-profit organization;
• Provide support to the Board of Directors in their governing functions of the Association and respond to their direction;
• Participate in and provide support to and on behalf of the membership in communicating with policymakers and federal agencies about public policy issues as prioritized by the Member Councils;
• Hire, supervise, support and assess NACDD staff. Assign and support staff (3.15 FTE) to serve as liaison to NACDD committees and task forces (Council Services, Conference Planning, Technical Assistance Contract, Technical Assistance Institute, Awards Task Force);
• Secure and manage consultants providing services to the organization to ensure high quality performance and service (i.e., Public Policy, Human Resources, Insurance brokers, Auditor, Accounting, Public Relations); serve as liaison to the public policy, audit, nominations, strategic planning, bylaws and ad hoc marketing teams;
• Serve as Chief Financial Officer; adhere to Member developed financial policies and procedures, maintain internal fiscal control, develop and monitor annual budget, serve as liaison to the Finance Team;
• Coordinate annual audit;
• Participate in and provide support to and on behalf of the Member Councils in communicating with Federal agencies and policymakers about the NACDD Legislative Agenda;
• Represent and serve, as appropriate, as a spokesperson for NACDD consistent with by-laws and with guidance from the Board of Directors;
• Build and maintain effective relationships with the Administration on Developmental Disabilities, the National Disability Rights Network, the Association of University Centers on Disability and other national and local organizations including consumer, family and professional organizations;
• Supervise the planning and administration of NACDD conferences and meetings;
• Coordinate the development of proposals for grants and contracts that have been approved by the Board. Serve as Principle Investigator or Project Director where applicable for all grants and contracts and assure that all deliverables are completed;
• Manage the development and distribution of Association products and services, i.e., annual report, teleconferences, website, fact sheets;
• Ensure an annual evaluation of the Association’s products and services;
• Perform other duties as assigned to maintain effective functioning of the organization;
1. Technical Knowledge Skills and Abilities
Graduate degree in relevant professional discipline related to position duties. Four years increasingly responsible experience may substitute for graduate degree.
Ten years experience in organizational management, non-profit or profit, and demonstration of the capacity to administer a fast-paced and complex organization (including operational, fiscal, and human resources management).
Experience with Board/staff of voluntary organizations which is necessary to enable and maintain effective internal and external communications and relationships.
Experience with Policy/Governance preferred.
A minimum of five years of national leadership experience with policies, programs and supports of people with developmental disabilities and a demonstrated knowledge of the current policies and practices related to inclusion of people with developmental disabilities.
Experience with a Developmental Disabilities Council is preferred and experience working with Territories is valued.
II. Personal Characteristics and Abilities:
The position requires excellent oral and written communication skills. It also requires creativity, leadership and initiative in carrying out tasks assigned and an ability to exercise prudent and independent judgment in the pursuit of such assignments. The position requires flexibility, high energy, commitment, stamina, honesty and integrity.
The position is based in Alexandria, Virginia. Extensive travel within the D.C. area and some overnight, out of state travel are required.
