E. State Plan Requirements The State Plan is the global picture of how programs and services for people with developmental disabilities should be five years from now. The plan serves as a guiding tool to the Council with regard to expenditure of resources. The 5-year plan is reviewed annually and adaptations are made, if necessary. This section will provide an overview of the required components of a Council State Plan with links to current state plans of councils.
E.1. Links to Other States 5 Year Plans
In this section you will be exposed to the strategic planning process and protocol. There are many pathways of plan development leading to a five-year state plan.
The DD Act requires public input and review. This section will highlight the requirements and provide suggestions and examples of public input and review.
All DD Council 5-year plans must contain or be supported by assurances located within Section 124 of PL 106-402. Assurance formats are provided for your use.
E.5. Online Data Collection (OLDC) The Administration on Developmental Disabilities (ADD) has transitioned
the electronic reporting system from a server-based (EDS) to the Administration
on Children and Families (ACF)'s new web-based agency wide system, Online
Data Each Council should conduct an Annual Review of their State Plan. The ADD requires an update of the State Plan be submitted by August 15th of each year. The State Plan needs to be updated if there are council changes described in the following document. Council's should submit updates to their regional representative. |
