The Developmental Disabilities Assistance and Bill of Rights Act of 2000 (PL 106-402) consists of 4 Titles. Title I of the Act is Programs for Individuals with Developmental Disabilities. Within this Section are five subtitles. Subtitle B is Federal Assistance to State Councils on Developmental Disabilities and is the area of the Act that is referenced throughout this Section. In this section you will learn the purpose, authority and responsibilities of a State Council on Developmental Disabilities including the principles of the DD Act and Areas of Emphasis. A.The Authority and Responsibility of Councils
A. 2. Purpose of this section -The legal foundation of Developmental Disabilities Council is the Developmental Disabilities Assistance and Bill of Rights Act (PL 106-402). It is from this statute that all activities are authorized, circumscribed and funded. This section gives an in-depth look at the DD Act, the Act's current findings and an overview of the significant terms used within the law. A. 3. Making a Difference: The Role of the State Council - This is a presentation on the State Council's role in improving the quality of life of individuals with Developmental Disabilities and their families.
A. 4. The DD Act: A Dozen Values
- It is the Policy of the U.S. that all programs, projects, and activities
under the DD Act shall be carried out in a manner consistent with the
12 principles listed in this document. The term values appearing in the
title of this document is used to convey the following:
A. 5. Independence, Productivity, Integration, Inclusion and Self-Determination - This document lists the values and outcomes of IPII and Self-Determination: Independence, Productivity , Integration , Inclusion and Self-Determination.
A. 6. Areas of Emphasis - This document provides an overview of the areas of emphasis in the State Plan as described in PL 106-402.
A. 7. The Council's Mandate and Power - This presentation covers the purpose of the DD Act, the role of the Council, the tools for change, and capacity building strategies.
